Winter Care (DG/KU) 

This is a statewide energy assistance fund that is supported by private donations. This fund provides utility assistance to the low-income, disabled and elderly who are ineligible for federal assistance, but still fall below the poverty line.

Program Summary:

  •  Winter Care is a program provided in partnership with Community Action Kentucky (CAK) and Delta Gas (DG)/Kentucky Utilities Company (KU).

  • The program provides crisis benefits to households who have lost or are in danger of losing utility service and have few or no other resources to pay. KCEOC, CAP receives a monthly allocation during these months: September, October, November, December, January, February, March and April.

  • Funds are limited each month and applications are taken on a first come, first serve basis when funds are available.

Eligibility Requirements:

  • Applicants must be active Delta Gas and KU customers who have electric and/or gas as their primary heat source.

  • Serves households with incomes up to 150% of poverty.

  • Applicants must be responsible for home energy costs (bill in their name or spouse’s name).

  • Participants must first apply for LIHEAP Crisis and Subsidy and direct the payment to Delta Gas and/or Kentucky Utilities.

Required Documents:

  • Proof of Income for previous month for all adults in the home.

  • Social Security Cards and Photo ID for all applicable household members.

  • Current electric and/or gas bill in head of household or spouses name.

Participant Benefits:          

The Winter Care program assists households who are at or below 150% of poverty with crisis benefits who have lost or are in danger of losing utility service and have few or no other resources.
