Low Income Home Energy Assistance Program (LIHEAP)
The Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program designed to assist eligible low-income households meet their home heating needs. The program is divided into several components, spring, summer and fall Subsidy and Summer Cooling and Winter Crisis. All Subsidy programs provide a one-time payment for heating costs.
The Crisis Component Programs serve clients who will be without heat within four days or have received disconnect notices for utilities. The amount of assistance provided for both components are determined by family size, income, and type of energy source used in the home.
The programs are operated throughout the year with fall Subsidy operating from November till the end of December. Winter Crisis begins in January and operates until the end of March or funds are depleted. The Spring Subsidy Program begins operating in April and ends in May. Summer Cooling Subsidy and Crisis programs begin in July and operate until November or when funds are depleted.
Applications are accepted on a first-come, first-serve basis with appointment scheduling and electronic processing options available. Income eligibility for the program is up to and including 150 percent of the federal poverty guidelines.
The Subsidy components helps households offset energy costs by providing a one-time benefit ranging from $100 to $400 depending on income levels and housing categories.
The Crisis components can assist households who are experiencing a home energy crisis situation, with the minimum needed to alleviate the crisis not to exceed $600. Households can reapply each time they experience a crisis situation until they have reached their maximum benefit.
Applicants must provide at least one of the following: disconnect notice; an eviction notice for non-payment of rent (if electric costs are included as an undesignated portion of rent); demonstrate a late amount, overdue amount or that they are within 10 days of running out of pre-paid electric; or demonstrate that they would be disconnected or evicted if not for a moratorium due to a local, state or federal state of emergency.
All applicants will be required to supply the following documentation at time of application:
• Proof of Social Security Number or Permanent Residence card (Green Card) for each member of the household.
• Proof of all household’s (all members) income from the preceding month.
• Most current heating bill, statement from your landlord if heating expenses are included in your rent, statement from utility company if you participate in a Pre-Pay Electric Program.
• The account number and name on the account for main heating fuel sources and electric bill.

KCEOC CAP subcontracts the LIHEAP program through Community Action Kentucky which administers LIHEAP in partnership with the Kentucky Cabinet for Health and Family Services who receives the funding as a pass-through block grant from the U.S. Department of Health and Human Services.
