Emergency Support Center



The KCEOC Emergency Support Center provides temporary emergency shelter to women, men with families, and women with children who fall under the McKinney Act guidelines for homeless assistance. The shelter currently has 23 beds available. KCEOC constantly addresses the needs of the low-income individuals and families in our community, and expand our programming to better suit the needs.
The shelter provides meals, clothing, and other basic need items. Employment, transportation, education, life skills, and outreach are provided through the Southeastern Kentucky Homeless and Housing Alliance. The SKHHA is a collaboration with four other agencies partnering to address homelessness in the Cumberland Valley Area.
Eligibility Criteria:
· Individual must meet eligibility as set by the McKinney Guidelines for Homelessness
· Individual or head of household must be at least eighteen years of age
· Individual must be alcohol/drug free
· Initial acceptance, if all other admissions criteria have been met, will be for a period of twenty-four hours during which the individual must participate in a screening process to determine eligibility compliance
· Individual must be capable of performing basic tasks such as taking care of children and self, bathing, dressing, food preparation, and household chores
· Individual must be willing to develop a goal plan for themselves and minor children
· Individual must not have any outstanding warrants, judgments, or any felony offences that involve violence or other acts of harm to others
· Individual must be willing to accept a community living situation
· Individual must be willing to abide by all the rules and regulations of the shelter
Case management services are also provided through the Southeastern Kentucky Homeless and Housing Alliance. These services include:

Counseling

Developing, securing, and coordinating services

Helping program participants locate resources including federal, state, and local benefits
-
Monitoring and evaluating program participant progress
-
Helping program participants with information and referrals to other providers of services
-
Providing ongoing risk assessment and safety planning with those defined under victims of domestic violence
-
Helping program participants develop individualized action plans, focusing primarily on a path to permanent housing stability
Case managers may also provide direct assistance to program participants with:

Education services, employment services, life skills training, and transportation

Education services from the case manager may include tutoring and educational counseling

Employment services from the case manager may include employment conseling
-
Life skills training may include budgeting and money management, household management, conflict management, shopping for food and other needed items, nutrition, and parent training.
